If a trade is voided, players are returned to their teams after that week’s NFL kickoff, the commissioner or secretary will work with all teams involved in the trade to revise the lineups in the most-fair manner possible. Trades may only be blocked because they are deemed grossly unfair to one or more teams involved in the trade. Trades may not be blocked in an effort to impair another owner’s ability to improve his team.

Additionally, teams are forbidden from trading non-fantasy value for fantasy value. For example, in 1996, the PA Firefighters traded a Señor Taco Super Burrito to Horse & Pepper for Larry Centers. This trade was later voided and the PA Firefighters never received any compensation for having the trade reversed -- not even the burrito!

Trades may be made for next year’s cash, topper/holdovers, rookie picks (even if the exact order of the rookie picks is not determined at the time of the trade) or other forms of future compensation. Frequently (as in real life sports), teams will trade future value, just prior to the trading deadline, in order to be able to better contend in the playoffs. These trades are still subject to the aforementioned “fair trade” rule.

Any “Future Value” trades are subject to the following provision: If an owner leaves the PAFFL, any previous trades where they traded future value such as cap space, rookie picks, D.S. spots or Cuts are returned to the ownerless franchise. The new franchise owner has no obligation on previous trades to existing owners. The existing team involved in the trade receives no compensation for this reversal, as it is the responsibility of both owners to trade fairly, and each individual to assess the risk profile on trades involving future value.

Once an owner has traded a player, that owner may not re-acquire that player via trade from that same owner or as part of any multi-team transaction for a minimum of eighteen months (18), unless agreed upon by a majority of the league’s owners, or the player was acquired via the annual league auction in an open bidding format (w/o particular rights). Furthermore, no team is allowed to include a “Substantial” contributor as compensation for a player now or at any later date, unless agreed upon by a majority of the league’s owners. A “Substantial” contributor is defined as a player having started more than half of the games the player has been on an active roster that season. For the purpose of transactions, a majority is defined as a majority of participating votes and/or if there are no objections, then a vote is not necessary.

Each week during the regular season, PAFFL-OG owners may bid on any player not on another team’s roster (AKA ‘Free Agents’) (following the first weekend of NFL games). Franchises have until Wednesday at midnight to place a bid via the league website (Sportsline), the following morning, any players who have received a bid will be allocated to the highest bidder. The free agent draft preference is set each week by the league website using a formula that includes the power rankings (wins scoring breakdown). If two teams bid the same amount on a player, the higher preferred team (worst team in terms of rankings) will win the player. Zero dollar bids are permitted. In order to complete a FA transaction, a team must waive another player if their active roster is at twenty (20). If the active roster isn’t reduced to twenty (20) by the start of the first weekly game, the free agent is released automatically back into the free agent pool.

III. The Auction Weekend

The auction is it. Our Bacchanalia. The closed session in which we rekindle the forge and alloy our bonds. It takes place the 1st weekend in August each year. IV. Administration & Operations

The auction also features ad hoc, interstitial events led by various league members. Examples include; golf, gambling, home made fire works displays, wiffle ball tournaments, ping pong, poker games, bike rides, hikes, frisbee golf, and long walks on the beach. Ask Weaver about the deal tub.

1. The Rookie Slow Draft

The Rookie Slow Draft begins two weeks before The Auction. Each team is given 12 hours to select a rookie and declare their intent to 'top', or 'holdover' the player selected. Picks are submitted on PAFFL.com or by texting The Commissioner. When one pick is made, the next owner is put 'on the clock' and has 12 hours to make their pick. The goal of this slow auction is to get Kama Sutra-like with many owners' favorite part of the PAFFL. Trades during the slow draft are HIGHLY encouraged. If a team pulls "a Brzezinski" and does not make their selection before their 12 hour window expires, the next team in line may jump the queue and make a selection. Teams will continue to pick, in order, until the laggard makes their selection.

1. Friday - League Meal

Each year, a League Chef will be chosen for The Auction. The Chef is responsible for planning and executing a communal league meal to be held on Friday evening at The Auction. It is a great honor to be The Chef. There might be a tshirt, or something, made and presented to The Chef each year. League members volunteer to help the chef shop, prep, cook and serve the league meal. There are only three rules for the League Meal:

2. Friday - State of the Franchise Presentations

Fantasy football is good. PAFFL-OG friendships are better. On Friday night, each franchise owner will give the league an update on the state of their franchise. In the past, we’ve had poems, slide shows, Powerpoint presentations, and songs. Family, kids, work, hopes, fears -- all are welcome topics. Catch us up on the non-PAFFL-OG goings on in your life. Give us dialog fodder for the rest of the weekend.

3. Friday - Rules Proposals, Votes & Amendments

Friday evening, before the Rookie Draft, any member can propose a change to this league manual and our rules. No seconds required. The proposing owner must stand and summarize their proposed rule change and rationale. The League will discuss, and The Commissioner, at his/her discretion, will call for a vote. Here is the change log. New proposals are most often successful when they are entered in the log, and lobbied for, before the auction.

4. Friday - Rookie Draft

The Rookie Draft will start at ~9PM the night prior to The Auction.

During the Rookie Draft, each franchise receives the right to select an incoming NFL rookie for their roster. The sequence of these draft slots are determined by the ‘Rookie Draft “Cage Match” Tournament’ outlined above.

During the Rookie Draft, each team is on the clock in their draft slot for 5 minutes. The Commissioner keeps the clock for each draft slot. If an owner doesn’t make their selection during their 5 minute draft slot, the next franchise on the clock may make their pick ahead of the ‘skipped’ owner. The Rookie Draft will continue slot by slot until the last franchise chooses a rookie. ‘Skipped’ owners may announce their pick at any time after their slot expires -- ahead of any team that is then on the clock.

‘Skipped’ owners will have 5 minutes after the last slot expires to make, or forfeit their rookie draft selection.

Owners can call a 1 minute time out during any owner’s Rookie Draft slot.

Importantly, Rookie Draft slots are tradable assets.
