This was another thing we verbally agreed to several years ago but never actually implemented. The high level on this is that each year the worst teams should be penalized a bit for being so bad.
Proposal: The team with the lowest total points & the team with the worst record at the conclusion of the regular season, must split the cost of one (1) keg of beer at the following years auction. If the team with the lowest total points & worst record are the same, then that team will pay the entire amount of the keg.
Pros:
- Reduces the auction costs for 14+ of the owners slightly
- Motivates the shitty teams each year to keep changing their lineups in an effort to avoid the "loser" moniker
Cons:
- It's kicking sand on the down, particularly this season with Team Kitty :)
Summary: I think this is a no brainer, we already agreed to it, this is just formalizing it.

Can we set a cost of $60 for each penalty just for the record (total cost = $120)?
I don't want to finish in last one year and that's the year the league decides to get a keg of vodka or something.

I vote for this as long as it is effective in '10 and not '09.
I think my reasons are pretty transparent and need no further explanation.
