Every year there are several teams that fail, whether consciously or not, to pay their dues by the start of the season (or for that matter by the conclusion of it as well). In an effort to eliminate that habit, I propose a very simple addition to the rules.
Proposal: Any owner who fails to pay their dues by the first week of the regular PAFFL season (NFL week #1), will be fined an additional $25 each week they fail to pay. At the conclusion of week four of the PAFFL season (NFL week #4), their team will be considered in bankruptcy and will be turned over to the league for new ownership.
Pros:
- Stiff penalty will ensure owners don't fuck around
- Clear sanctions hopefully will keep teams in compliance
Cons:
- We have to be prepared to follow thru on the threat of dismissal from the league for delinquency
This is probably too harsh a penalty but I agree that we need to do something to promote more prompt payments of dues.

I will vote YES on any penalty regarding late dues payment from this point forward.

I favor forfeit till you pay.

This is way too harsh and could result in multiple teams handed over to the league any given year. I'm fine with a penalty (forfeit of wins or cash). We also need to have the amount due known at the time of the auction for those who want to pay on the spot.

The problem with forfeit of games is for a team, such as Team Kitty this year, you're fine with forfeiting games - in fact you would prefer to forfeit. But that's unfair to those teams that you don't play during those weeks and teams in the other divisions & conference. The penalty needs to be harsh otherwise we'll never correct this issue.
